Office of Projects, Planning, and Analysis

Advancing the application of satellite technology to Earth observations.

OPPA works to advance NESDIS as a global leader in satellite technology and a trusted source of environmental data by advancing innovative projects, implementing improvements to satellite systems, and expanding international space cooperation.

Office Mission and Vision

Mission (Our Work)

OPPA develops and deploys satellite systems that advance NOAA’s leadership in space weather observations.

Vision (Our Aspiration)

OPPA will advance NOAA as an international leader in innovative satellite systems and a trusted source of continuous space weather observations.

Divisions

Program Management Execution Division (PMED)

The Project Management and Execution Division (PMED) is responsible for OPPA projects and partnerships that are either late in formulation or in the implementation phase of the satellite acquisition process. The execution of projects within these programs is delegated to partners both internally within other offices of NESDIS, and externally with space hardware, services, and systems acquisition partners such as NASA.

For each program, PMED assigns a Program Manager (PM) with technical oversight authority and responsibility to assure that all components and aspects of the program are executed according to technical requirements and on schedule. The PMED PM will monitor these delegated projects and receive reports from them to gain insight and status and to coordinate the integration of the component parts. The PM is responsible for representing the status of the program as a whole to NESDIS management.

Research to Operation and Project Planning Division (ROPPD)

The Research to Operations and Project Planning Division (ROPPD) develops budgets and plans for new satellite projects. It defines project concept and system performance specifications for future NESDIS projects as well as studies alternatives, such as foreign partnerships, smallsats, and commercial alternatives, to identify specific potential solutions to NESDIS top-level requirements. It also leads and participates in conferences and workshops to provide user outreach and conduct market research.

The division also acts as a technical liaison and assists with integration with other NESDIS and NOAA offices, the technical staff of NASA, and other Federal and non-Federal user agencies and groups.
