Richard Antoine is the Deputy Chief of the Project Management and Execution Division (PMED). The Division is responsible for oversight of the implementation phase of several important satellite and ground systems programs. For the satellite programs, this phase includes design, fabrication, integration, test, launch and on-orbit evaluation of our space assets.

As Deputy Division Chief, Richard provides leadership support for executing the following projects: COSMIC-2, INDEC (including ScatSat), Metop C, NOAA's Metop Second Generation Product Processing and Archive, Geo Hosting, CDARS, Radio Occultation Missions of Opportunity, and POES Legacy.  Richard served as the GOES DCS Program Manager for nearly four years but his NOAA journey is complemented by his role as an acquisition Leader with over 17 years of program management experience and over 22 years of military experience in defense and intelligence acquisitions, engineering, logistics, operations and congressional liaison duties.  

Richard has a Bachelor of Science degree in Mechanical Engineering from Tuskegee University and a Master of Science degree in Logistics Management with focus in acquisition from the Air Force Institute of Technology. He also holds a Professional Certificate in Leadership Coaching for Organizational Performance which he earned at American University.  Richard serves as a member of the Treasury Executive Institute (TEI) Coaching Cadre and is a member of the NOAA Coaching Community of Practice (CoP).  He and his wife share five wonderful children ranging from elementary school and college age to adult.
