Part 4: Commercial Weather Data Pilot Round 2 Solicitation

This Industry Day event will serve to address questions about the Commercial Weather Data Pilot (CWDP) Round 2 draft Request for Proposals (RFP). The event will include both a public session and one-on-one sessions for companies to meet with NOAA individually.

Through the CWDP, NOAA is purchasing and evaluating commercial data to demonstrate the quality of the data and its potential value to NOAA’s weather forecasts and warnings. The Round 2 demonstration will focus on Global Navigation Satellite System Radio Occultation (RO) data, and will extend the work initiated by the Round 1 demonstration. 

On May 26, NESDIS issued a draft RFP for public comment. The RFP seeks on-orbit Radio Occultation data for the purposes of assessment through the CWDP. Comments received to the draft RFP will inform development of the final RFP, anticipated for release later this summer.

NOAA will use CWDP Round 2 to (1) conduct an evaluation of the data’s impact on NOAA’s numerical weather prediction models that will further support the demonstration of radio occultation data and (2) develop internal infrastructure needed to pursue procurement of commercial radio occultation data operationally. This Industry Day will focus on the details of the draft RFP and will address questions and comments raised during the public comment period. In addition to the open session, there will be an opportunity for one-on-one sessions between companies and NOAA to discuss business sensitive information. 

Note that NASA’s Earth Science Division will also be in attendance at this event. NASA ESD is conducting market research and looking for information regarding Earth science data obtained from commercial small satellite constellations. Personnel will be available for discussions with vendors after the formal industry day.

Part 3: Commercial Weather Data Pilot Solicitation

NESDIS announces the third in our series of Community Engagements with the commercial space industry to examine use of commercial capabilities to support NOAA’s mission needs.

Topics will include addressing questions about the Commercial Weather Data Pilot (CWDP) draft Request for Quotation (RFQ), now open for public comment at http://www.FBO.gov, and an update on NESDIS commercial efforts more broadly.

Through the CWDP, NOAA will purchase and evaluate commercial data to demonstrate the quality of the data and its potential value to NOAA’s weather forecasts and warnings. The first demonstration will focus on Global Navigation Satellite System Radio Occultation (RO) data, based on commercially available/emerging capabilities and NWS’ determination that increasing RO soundings might result in more accurate long-range weather forecasts.

In May, NESDIS released a Request for Information seeking pre-launch data from commercial RO providers. NESDIS has issued the draft RFQ for public comment to inform the final RFQ for on-orbit RO data anticipated for release later this summer.

Part 2: The NESDIS process for considering commercial data

Announcing the second in the NESDIS series of ongoing engagements with the community.

NESDIS held a public meeting in April 2015 to inform the community about the NESDIS next generation architecture studies, the NOAA requirements process for satellite data, and how NOAA uses satellite data, and to receive feedback on how NESDIS considers commercial data to meet NOAA priority needs. As a follow up to that meeting, NESDIS will convene a second public meeting to discuss the process by which NOAA will pursue commercial data sources to meet NOAA's mission needs.
